CSA Funding

CSA Funding Available to Support Eligible At-risk Youth and Their Families: The Children’s Services Act (CSA) is a Virginia state law designed to coordinate care and provide funding to support eligible at-risk youth and their families. The law requires communities to have a Family Assessment and Planning Team (FAPT). FAPT is a group of professionals that work in organizations such as schools, mental health agencies, and social services to assess the strengths and needs of individual youth and their families. They can then partner with those youth and families to decide what services to recommend, prepare a plan, and monitor progress toward accomplishing goals. For more FAQs on CSA, click here.

Who is Eligible for CSA funding and/services?

Youth can be referred to FAPT after meeting one or more of the following criteria:

  1. At serious risk of residential placement
  2. At serious risk of removal from home
  3. At serious risk for special education day school placement (private day school)
  4. Requires intensive services provided by more than two community agencies
  5. Returning to the community from a residential placement
How do you access your local Family Assessment and Planning Team (FAPT)?

Local referrals may be made by Judges or community agencies through any FAPT member agency (Department of Social Services, Public School Division, Court Services Unit, and Community Services Board).
